A Governance Plan documents the approach to how decisions will be made on the project. It also defines roles and responsibilities, and the time frame in which decisions must be made. When a party wants to appeal a decision, an agreed upon escalation and appeal process is used. Those are also described in this Governance Plan.

The purpose of the Governance Plan is to describe the overall governance and decision-making process for the Innovation hub and its stakeholders.
